Port of Arrival Restrictions on Flights From Uganda or Carrying Persons Recently Present Within Uganda

Federal Register notice published at 87 FR 61488 (October 12, 2022), effective for flights departing after 11:59 p.m. Eastern Daylight Time on October 10, 2022

In response to a recent outbreak of the Ebola virus in Uganda, the Department of Homeland Security (DHS) is requiring all flights departing after 11:59 p.m. Eastern Daylight Time on October 10, 2022 that are either departing from Uganda or "carrying persons who have recently traveled from, or were otherwise present within, Uganda," to only land at one of the following five airports:

  • Hartsfield-Jackson Atlanta International Airport (ATL), Georgia
  • Chicago O’Hare International Airport (ORD), Illinois
  • Newark Liberty International Airport (EWR), New Jersey
  • John F. Kennedy International Airport (JFK), New York
  • Washington-Dulles International Airport (IAD), Virginia

The notice describes these airports of entry as "airports where the United States government is focusing public health resources to implement enhanced public health measures."

Effective Date and Time. Although the Federal Register notice is scheduled to be published on October 12, 2022, the DHS order applies to flights departing after 11:59 p.m. Eastern Daylight Time on October 10, 2022. The order will remain in effect until DHS cancels or modifies it by notice published in the Federal Register.

Definition of "recently traveled." The order considers a person to have recently traveled from Uganda if that person, regardless of citizenship, departed from, or was otherwise present within, Uganda within 21 days before the date of the persons entry or attempted entry into the United States (defined as "the territory of the several States, the District of Columbia, and Puerto Rico.")
